Fill it a little more than you need to then smooth off, after half an hour or so smooth again with a damp cloth gently.

Q: i am havingba problem with crumbly plaster, when trying to fix screws with rawl plugs, can this be drilled after it is set?

The best solution is to dip your rawl plug in Gorilla glue original. As it sets it expands into the crumbling plaster and stabilises it. Good luck

Q: Can i use on wood skirting board

On the tub it says its use is for plasterboard, ceiling covings and mouldings. It doesn't mention wood. As it doesn't shrink I can't think why it wouldn't be OK in wood

Q: Can this b used ouside

No - it can be worn away with repeated washing. So the rain would wash it away eventually. You need an exterior filler product instead.
