Q: can these be used in bottles to agitate paint?

I've never tried it but I'd be a bit dubious. The beads are pretty tiny, and I don't think they'd work with paint, unless it was very very thin.

Q: Will these remove limescale from glass vases

No. It (they) won't remove anything from anywhere. A useless product. The beads are far too tiny to do anything. Don't bother. If it's limescale it can be removed with proprietary limescale removers, but you probably have white or translucent stains in the glass caused by chemical reactions from the flowers. Nothing will remove these. You could try soaking the vase in white vinegar for a few days, but this rarely works.
