Q: Does this come with a handle or is it just the refills?

Its just the refills, no handle. But it does work with most Gillette handles that I can think of. Ive been using a handle from a disposable razor.

Q: can the blades be used with a venus swirl handle?

These blades can be used with any Venus handle, but don't waste your money-they are terrible and the comfort glide strips come off after one or two uses - stick to regular Venus 5 blade refills
