Q: Is the pole on this spinner sturdy enough to be put into ground that is not soft?

Yes, you can use a rubber mallet to pound it in. The pole was very sturdy, better than I expected. You won't go wrong with this purchase. I also used a clear coating prior to putting it out, for extra protection. It works great.

Q: Is there an adjustment that can be made with the top (blue) pieces so that it spins? Even on windy days this item doesn't spin or move much.

I don’t think there is an adjustment for that spinner. It must be almost perfectly level for it to spin with wind. Ours spins fine. Just losing color to sun fade.
