What is the neck circumference range for this device?

It is designed more for adults with average to larger Necks, my neck is 17.5 inchs and worked perfect it would of worked for larger necks than mine and would work for smaller necks also just depends how small your neck is,younger kids it would most likly would not work

Do you recommend or is there another device that's better?

There is always something better! There is a 3 ring inflatable that cost much less that is on Amazon...see if that works if you haven't already purchased. The CNT helped some for me..it's not always comfortable though, but if it helps you that's what counts!! Hope it helps

Does it plug in to an outlet?

No. It has a USB re-chargeable pump to inflate it.

Will it encompass a larger neck?

To tell the truth, I couldn't fit it properly around my neck and seated on my shoulders, and my neck is thin. Sorry.
