Q: I'm looking at these and see that they are twice the price of other dolphin safe brands. Why? It can't be because of where they're packaged.

While Safe Catch says they test every tuna, I'm not sure that does more than add cost. I just went online and found that albacore tuna typically is .358 ppm mercury -- so it appears that even other brands of albacore tuna are below the federal standard listed by Safe Catch of .38 ppm. The only difference seems to be that they test the individual tunas to make sure they are below this level -- but based on other information that I've read, it appears that most albacore tuna already is below the federal level.

Q: Is the tuna cooked like regular cans if tuna or is it raw?

It is fully cooked. You can eat it right out of the can. Safe Catch is cooked differently than conventional tuna however: Conventional twice cooked tuna is made by putting the fish in large pre-cookers on open racks, machine processing it, rehydrating the precooked tuna in the can and cooking it again. As a result, conventional tuna lose many vital Omega 3 oils as the fish precook on racks and the oils drain away. The machine processing also impairs natural flavor and texture. At Safe Catch we do it differently. We hand cut and hand pack solid wild tuna steaks to seal in all the natural oils and nutrients and slow cook each one just once for an amazing taste. Do not drain Safe Catch tuna. There are no additives and fillers. Empty it into a bowl, chop up the steak and mix it. The tuna will reabsorb its natural oils and juices for a moist and delicious taste. You can eat it right out of the can or use it in your favorite recipe.

Q: Why is it packaged in Thailand? (cost being the obvious answer) but how safe is that and what regulations are in place there.

The "North Pacific" is nowhere near Thailand so why aren't these canned in U.S. or Canadian canneries? I also have concerns about radioactivity in North Pacific waters due to the Fukushima Nuclear Plant accident. Are those waters tested for nuclear waste? Are the tuna tested for radioactivity?
