Q: I’m confused. Is it 1/2” to 1-1/4” or 1” ID?

It's 1/2" to 1- 1/4" since the velcro will allow you to make it a little tighter or looser depending on what you're covering.

Q: I'm more concerned with protecting aluminum fuel line from abrasion and road debris, will this work for that?

For regular road debris/grime I think it would be a huge help. Whenever I've removed my covering from the lines they're on, everything looks great. (I've had them on my car over 15 years) But if you're talking about off-road conditions with tons of debris and pressure washing, then no.
