I would suggest asking the manufacturer or an electrician. . Safety is my concern. I would have thought that it would be ok provided it’s away from risk of water splashes and you don’t use wet hands to switch it on and off.

I guess you mean throwing down light from above, attaching them to the base of a higher unit. Yes, they would provide the light for the worktop if you had several of them. I don't know how long the batteries would last for prolonged period. I use mine to throw light onto a picture on a wall and it works very well.
