If animals drink all of the water before I refill it, will the bowl be okay if still plugged in?

Because the bowel is small it often runs out of water. I have not noticed any problems because of the bowl running dry.

Does this have a three-prong plug?

no it has a regular two prong plug. I can tell you that I love mine. I feed stray outside kitties, and it always kept the water thawed completely. a great item!
