Where is the best place to get one of these cylinders refilled in the DFW area?

I got mine filled at Air Gas. There are 3 locations in the DFW area. They had not problems using these tanks.

Can it be used for recharging fire extinguishers when filled with nitrogen?

If a regulator is used and you know what the correct amount of dry chemical to add along with pressure of cylinder I would assume so
