It’s cute color! Acts as gel, but definitely needs a top layer. Otherwise, 3 coats in and still soft on the surface.

Update: This only glows in dark if you immediately take hand from under UV lamp The effect doesn't last. I also ordered the Rio which is a nice and bright summer blue variation. The color is nowhere near the advertised color. What was sent is more of a green colored polish. They're priced as they are appropriately so. Admittedly, the color is an exact match. The problem is that the polish is so thin that it took 4 coats to achieve decent coverage. It's unacceptable to need that many coats of gel polish.
