Q: Can someone please clarify for me if I buy this lighter can I use regular high quality butane to refill it or do I need some kind of a special adapter

Yes you can use regular butane well I have vector brand butane it has many different tips I didn’t need to use any of the other odd sized tips the regular one worked perfect it’s a great lighter just wished it was longer but as far as the quality it’s well made

No, it does NOT come with butane. Can butane be shipped? Of course, it can be shipped "Ground" with the proper sticker. I've bought butane to fill this lighter, shipped by Amazon. I've bought plenty of Isobutane cartridges, shipped "Ground" across country. I'm in the USA though, laws might differ elsewhere.

Q: Can I use ultra refined butane on this ?

The torch I purchased takes a Vick type lighter as the refill. I suppose that you can fill the lighter included with the torch with "ultra refined" butane.

You are thinking of a different lighter. This one has an internal reservoir. You can refill from lighter butane canisters or you can buy an adapter that will allow you to refill from an isobutane canister
