Yes. I wear mine swimming. I actually got a couple of pairs. One for swimming and one for just wearing. It's good to go swimming in though.

It's just fabric lining...no elastic band.

My daughter is 5’1” and 105 pounds. She bought a size small and it fits her well. She chooses not to wear underwear but she does wear tights. The leotard very slightly shows a line at her waste from the tights but nothing too noticeable.
