Schrade USA went under in 2004. Taylor Brands bought all the Schrade family of brands, and the intellectual rights (patents, etc.). Taylor Brands contracted to have the knives made in China. Taylor Brands sold out to BTI a couple years ago, BTI continues to have the knives made under contract in China. FWIW I have some old Made in USA Old Timer's and a some of the same models made by both Taylor Brands and BTI. The offshore produced knives are every bit as good as the USA made , as far as quality, edge holding, and durability is concerned. The coloration of the sawn Delrin of on the offshore knives is slightly different than what was used on the USA made knives to help prevent them from being fraudulently passed off as USA made. (there are a few other things to help tell them apart, as well. All the Taylor and BTI knives have stainless steel blades. However, there is no "Schrade +" on any of the tangs, like the USA made knives with stainless steel blades have. BYI is an American company, by the way, so when you buy an offshore made Schrade, you are supporting an American company, just as you re if you buy a Case, Buck, or GEC.

Do any of the blades lock?

It is a slipjoint. None of the blades lock open or closed. People have been using slipjoints for hundreds of years without losing their fingers. The normal cutting action forces the blade open. The job of a backspring is to keep the blade closed when it is in your pocket (or in the case of this knife, in the belt sheath) and to keep the blade from flopping half closed when open, and you are not cutting something at the moment. An excessively heavy pull does not make a knife "safer"; quite the contrary. You are more likely to cut yourself fighting a knife to get it open. Especially when your hands are cold an/or wet.
