Q: Does the refill kits come with new lids for the bottles?

No sorry. mine didn't even come with the sanitizer. I was mad at that.

Q: How do i get the lid off? do i just open from the bottom or do i need to get the top lid off?

The lids on the HME are notoriously difficult to open. You must basically pry it off. Under that plastic lid is the yeast packet. If you don't have yeast to brew with, then you will need to get it off. Try using a screwdriver as a pry bar.

Q: Can i skip fermenting , and make NA beer (non alcoholic)

Can you? Sure but to be honest it would be flat and not tatse like beer.
